It is all about witnesses

The biggest shift from GTA 5 is that the police don't just magically spawn out of thin air anymore. The entire system now relies on civilians actually reporting your crimes. If you rob a store out in the swamps and nobody is around to see it or hear it, you won't get a wanted level at all. It is incredibly realistic.

When you do mess up in public, NPCs will react dynamically. Some will run away screaming, but others will pull out their smartphones and dial 911. You actually have a brief window to stop them from making that call. If they finish the call, that is when the cops are dispatched.

Smarter police AI

Rockstar filed some fascinating patents recently about NPC navigation, and it looks like it is going to make the cops terrifyingly smart. In the past, cop cars would just follow a straight line right behind your rear bumper. It was pretty easy to outrun them in a fast car.

In GTA 6, they actually try to predict where you are going. They will coordinate with other units to set up roadblocks ahead of you. If you turn down a dead end alley, they won't all pile in after you. They might block the exit and wait for you to come back out. They are going to use real tactics like PIT maneuvers and deploying spike strips way more effectively.

They remember your car

Another massive change is vehicle memory. Let's say you do a drive by shooting in a bright yellow sports car. Even if you manage to lose the cops and your stars go away, the police dispatch is still looking for that specific yellow car. If you drive past a patrol cop ten minutes later in the exact same vehicle, they might recognize it and start the chase all over again. You will actually need to ditch your hot cars or hit up a spray shop to stay out of trouble.

The Four Star Visual States

Keep a close eye on your HUD to know the exact status of the police AI:

  • Hollow Stars (Outline): Police have been dispatched to investigate a 911 report, but they don't know who they're searching for yet.
  • Solid White Stars: Police have established direct line of sight on you, active engagement and chase in progress.
  • Blinking Stars: You have broken direct line of sight and almost lost the cops; searching the perimeter.
  • Solid Red Stars: High-threat combat heat level; heavy pursuit units, roadblocks, and aggressive tactical tracking remain active.
